02.Introduction about the institute

Civil Aviation Department of Sri Lanka, functioned as a department from 1946 to 2002, was established as the Civil Aviation Authority of Sri Lanka under the Civil Aviation Authority Act No 34.of 2002.
Civil Aviation Authority of Sri Lanka is the Sri Lanka franchise which enforces rules, regulations and practices which are enacted by the International Civil Aviation Organization and relevant to the Civil Aviation sector ,and it functions according to the motto ‘Safe Skies for all’.

This institute ,functions under the Ministry of Transport and Civil Aviation, provides its’ services to the aviation sector in Sri Lanka under 02 main sectors i.e. Aeronautical Services Division and Flight Safety Division. Further, corporate framework is implemented by the Cumulative Division and the Management Divisions. This institute is controlled by a Board of Directors consists of 08 members as per the Act number 34 of 2002. Director General of Civil Aviation is the head of the Administration and Technology functions of this institute and the Chief Executive Officer is the person who holds the final responsibility for all activities.

03. Functions performed by the Institute

Following functions take priority among the main functions pertaining to the authority.

1. Exchange views with relevant stakeholders to ensure the reflection of views of Hon. Minister and other stakeholders of the public sector through those plans, when planning the functions of the Civil Aviation sector in Sri Lanka.

2.Formulation of policies and targets of the Civil Aviation sector. Monitoring organizational performance to achieve the objectives of the Civil Aviation Authority of Sri Lanka. Updating the Corporate Plan of the Civil Aviation Authority of Sri Lanka so as to reflect the objectives of the government on Civil Aviation sector.

3.Upgrading safety, stability, and systematic status of the civil aviation service and implementation of rules and regulations related to air freight.

4.Implementation of rules and regulations related to issue and update of air pilot licenses.

5.Provide assistance required for socio economic development through aviation service.

6.Implementation of advertising programmes related to civil aviation service.

7.Implementation of awareness programmes for rural community and school students regarding civil aviation.

8.Assignment of responsibility to fulfill the specific objectives of the Director General of Civil Aviation ,who is the Chief Executive of the Civil Aviation Authority of Sri Lanka.

9.Recruitment of qualified and skilled persons who can discharge the duties and functions of the Civil Aviation Authority of Sri Lanka and determination of their service conditions and including their salaries.

10.Accountability to Hon. Minister for plans and progress on implementation of corporate plan of the Civil Aviation Authority of Sri Lanka.

11.Confirmation whether the systems relevant to internal administration are maintained.
